The OMB Adopted Budget FY2027 (Expense, Revenue, Contract; 845 pages, captured 2026-09-11) contains no line naming the portal. The terms “September 11”, “9/11”, “portal” and “World Trade” do not occur in it, and the Law Department and Department of Investigation entries are agency totals. The amount remains an announced commitment. The Council release does not allocate the $4 million between fiscal years. DOI’s own page says the City allocated $3.81 million over fiscal years 2026 and 2027; DOI’s June 29, 2026 letter says it requested $4 million over two fiscal years. The figures are listed beside each other; none is substituted for another.

The Council’s Fiscal 2027 Schedule C (June 30, 2026) lists two DYCD lines to the National September 11 Memorial and Museum. Page 281: $750,000 for museum field trips, stated as funding for 8th grade students to visit free of charge. Page 280: $250,000 for 9/11 Memorial Museum programming, covering in-person and virtual field trips. The two lines add to $1,000,000, the amount the Council announced; the sum is arithmetic and the lines stay separate. Smaller member and delegation items to the same organization in Schedule C ($50,000 p.134, $12,000 p.28, $10,000 p.110) are outside this commitment. Next: Confirm the DYCD contract registrations that carry the two lines.
